COMPETITION  NOTICE FOR THE PRODUCTION OF A VIDEO SPOT ADDRESSED TO STUDENTS AND TEACHERS OF SECONDARY SCHOOLS FROM 16 EUROPEAN COUNTRIES

In the  framework  of the 5th edition of the awareness campaign on  the importance of a healthy and correct diet called  “FOOD 4U” which is promoted by the Italian Ministry of Agriculture, Food and Forestry Policies and  addressed to students and teachers of secondary schools from 16 European Countries,  a competition has been announced for the school year 2008 - 2009 for making a video spot.  The purpose of the spot is to draw the attention of young people to the importance of being aware of food choice and diet. The 2009 edition is addressed only  to students (aged between 14 and 19) and teachers of secondary schools  from the following 16 European Countries:
Austria - Belgium - Denmark - Finland - France - Germany - United Kingdom Greece - Hungary - Italy - Luxemburg - Norway - Netherlands - Portugal - Spain - Sweden.



THE SPOT
The FOOD 4U competition envisages the creation and production of a TV spot, based on one of the following topics:
making people aware of an informed choice of food and the risks as well as the negative consequences of an unbalanced diet for young people;
the exchange of information amongst young people on their diet habits
the importance of a varied and balanced diet;
the importance of a healthy and correct diet;
becoming aware of the value of fruit and vegetable products or other products detected as a basis of a healthy and balanced diet.
Target of the message: the European youngsters, who must thus be considered the major target and users of the spot.
The content of the message: the importance for young people to become aware of their food. choices.
The video spots imust underline the role and the point of view of young Europeans regarding one or more of the above listed topics.
All video spots shall be made in English or in the language of the participating group, with English sub-titles, and shall include the following:
a brief profile presentation;
a storyboard, or rather the illustrated script of the spot, with drawings to visualize the various passages in the video, including the texts, promotional messages, refernces for musics and background pieces employed;
the back stage about the work carried out by the students.
All the competing spots should be accompanied by a video that depicts the back stage of the production, otherwise they will not be admitted to the selective stages of the competition.

BACKSTAGE THEMES
The back stage video of a maximum duration of 3 minutes, will serve to document the reasons behind the choices, the different stages and work techniques followed by the group of students and teachers, and their direct participation in the conception and carrying out of the spot. However, according to the actual usage, it will also be possible to depict the atmosphere in which the work is being carried out, the mood, the abilities and “non-ability” of the main characters in the production. The images of the back stage will be considered as an integral part of and complementary to the spot, one of the added value elements at the selection stage, carried out by an international jury. The back stages of the finalists video spots will be shown during the course of the final phase of the campaign. The competition organisers reserve the right to intervene in the editing of the back stage for purposes of projection during the alternative uses.

VIDEO FORMATS
The video spots and the backstage videos must be made in one of the following formats:
MiniDV - DVCam - Beta Cam.
It is also required to send 2 copies of the Master, containing both videospot and backstage, in a DVD.
An internet version of the video spot  in a DVD must be sent, in addition but not as
an alternative to the video, in one of the following formats:
Macromedia Flash, Real Video, Windows Media Player.

LENGTH OF THE VIDEOS
Spot: from a minimum of 30 to a maximum of 45 seconds (excluding credits).
Backstage: maximum of 3 minutes

DEADLINE DATE OF THE COMPETITION
May 29th 2009
The processed documents should arrive by that date by registered post, special delivery or even delivered by hand.

WORKING GROUPS
Each work may be presented:
by a group of students belonging to the same class (maximum of 10 students);
by a group of students from different classes in the same school (maximum of 10 students).
Every group may be helped by one or more teachers involved in coordinating and assisting. In the case of the competition award, only the class or group (maximum of 10 students, who will have directly contributed towards making the video spot) will be invited and can take part in the final event in Italy. This is according to what was specified in the documentation sent together with the work. The group should not be accompanied by more than 2 teachers.

DOCUMENTS TO BE ENCLOSED
The documents sent to take part in the competition must include the following:
FOOD 4U FORM, available on the web page www.food-4u.it, duly filled, requesting the following informations:
- name, full address, telephone number, fax, and e-mail address of the school;
- a list of the names of the students who are the authors of the video, with their dates of birth, class and section;
- name and surname of the teachers coordinating the work and their teaching subject;
- name and surname of the School Director in charge of the School;
AUTHORISATION TO USE the spots on television, internet or at other events, signed by one of the coordinating teachers or by the Director of the School;
a COPY OF THE FORM, supplied according to Article 13, Decree Law196/03 - Privacy Code, available on the web page www.food-4u.it , duly filled in and signed by the Head of the School;
the BRIEF PROFILE PRESENTATION and the STORYBOARDabove-mentioned.

THE WINNERS
An international judging Commission, set up specifically for this event, formed by journalists, communication experts, food specialists, advertisers, school representatives and Research Centres and Organisations will choose two spots from each of the 16 Countries involved in the initiative.
The students and teachers of the school groups, who are the authors of the chosen video (maximum of 10 students and 2 teachers per group), will be invited to take part in an award visit which will be organised in Italy, at a place which still has to be specified, in the period between September and October 2009.
In total, 32 spots to the FOOD 4U Video Festival 2009 will be accepted. It will be, however, at the discretion of the Organisation, in the event of a superior quality of the works presented and the fixed total of 32 groups (composed of 10 students and 2 teachers), to increase the number of winning groups for those Countries in which the work stands out in quality and effectiveness of the message and consequently reduce the number of winning groups for those Countries where the results are lower quality and less effective.
It will be at the discretion of the Organisation to increase the number of winning groups in total. Any alterations to the number of winners taking part in the award visit will have to be agreed beforehand and authorised by the Organisation.

INFORMING THE WINNERS
JUNE 30th 2009

The school group winners will be informed about the award by fax and/or email. A complete list of the finalists will be also published on the web pages www.politicheagricole.gov.it and www.food-4u.it. The Organisation will directly contact the winner school groups to provide all the information on attendance at the award event in Italy. It is advisable to give the Competition Organisation a contact address of the School Director and/or of the coordinating teachers, in case the school is closed for the summer holidays.

TRAVEL EXPENSES
The Competition Organisation will pay for travel expenses to reach the location of the award venue (air or rail tickets from the Country of origin to Italy and return). All transfers in Italy will be paid by the Organisation. However, transfer of the school groups from their homes in their own countries to the airport or railway station at the beginning and at the end of the award journey in Italy will not be included.

AWARD EVENT
The students and teachers of the school groups who are authors of the finalist video spots will take part (free of charge) in the invitation of the Organisation in the 5th edition of the FOOD 4U Video Festival.
The event will take place in Italy in a place of an environmental importance, significant for agricultural estates and food production, which is still to be defined during the period between September and October 2009 according to the following organisational decisions:
stay of at least 4 days and 5 nights free of charge with full board in a tourist village or in a hotel;
activity programme in the area (excursions, guided visits) aimed at getting to know the historical, artistic, cultural and food and wine heritage of the Region hosting the event;
theme meetings and conferences on topics related to food and making videos;
the FOOD 4U European Video Festival, with the preview presentation of the spot and back stage images winners of the competition;
The Video Festival closing ceremony will be set with the presence of the institutional representatives. And international Jury, nominated by the Head of Department, including journalists, experts in communication and advertising techniques, nutritionists and institutional representatives will nominate the best European spot for the awarding of the FOOD 4U Award 2009.

USE OF THE VIDEOS BY THE ORGANISATION
The videos and related material sent to take part in the competition will not be returned. All the videos sent to the competition committee can be used by the Organisation for all non-commercial uses to be shown, for example only, at public events. The Organisation also reserves the right, to facilitate and authorise the showing on TV (locally, nationally and internationally) of all videos taking part in the competition, as well as publishing on internet sites.

AVOID ALL RESPONSIBILITY
The school, sending the work, guarantees that the work itself is an original product and frees the competition Organisation and the institutional partners from all responsibilities towards any third party who, by any way, have any objection about the employments provided for by the competition notice.

TURNING DOWN THE AWARD
In the case of turning down the award by a whole group (also due to overlapping school commitments), then the group of students and teachers classified as being in second place, be it from the same Country or from a different Country, will be invited to take part in the award event, following the decision of the organisation.In the case of an individual student being unavailable, no replacement student will be allowed, unless expressly authorised by the Organisation.

INSURANCE
The stay of the 32 finalist school groups is covered by an R.C. insurance policy, including accidents, which covers all participants. The responsibility of the Organisation will only refer to the stay period during the venue. The return trips to reach the place of the venue are not covered by this insurance policy since insurance is included in the travel documents.
